Training Institute Since 1990, Quality Fire has operated one of the most thorough and well-respected fire safety and emergency action plan (EAP) training programs in New York. Our staff has trained thousands of fire safety directors and EAP directors. The institute was founded by Robert Mullin, a former fire inspector/captain, and John Mango, a former firefighter, both of whom served with the FDNY and spent years in the high-rise fire prevention unit. Quality Training Institute is accredited by the New York City Fire Department to prepare candidates for the Fire Department’s Certificate of Fitness Exam, for both Fire Safety Directors and EAP Directors, as required by Local Laws #5 and #26, respectively.
